I am directed by the Comptroller and Auditor General to transmit to you, for the information of the Secretary of State, copy of a report received from
Mr Nicolle, the Local Auditor at Hong Kong, with reference to the method of dealing with the profit or loss on Exchange on Money Order transactions.
In the opinion of the Comptroller and Auditor General the transactions of any year should be kept entirely distinct from the transactions of any other year.
Any profit on a year's working being carried to Revenue,
on the other hand any loss being charged to Expenditure.
Before instructing the Local Auditor to this effect Sir Charles Ryan would be glad to be informed whether the above opinion coincides with the views of the Secretary of State.
